Uzbekistan Approves Competition Risk Assessment System
Tashkent, Uzbekistan (UzDaily.uz) — The Ministry of Justice of the Republic of Uzbekistan has registered the Regulation on the Introduction of the "Risk Analysis" Electronic System into the activities of the authorized state body in the field of competition. This document, under registration number 3861 dated 26 June 2026, establishes the procedure for evaluating the activities of business entities when organizing and conducting inspections.
According to the approved regulation, a mechanism for the automated determination of the probability of legislative violations by business structures is being launched in the country. The analysis process will be based on information from state information systems, official statistics, citizen appeals, media publications, and other legal sources. The supervisory authority is strictly prohibited from requesting any additional documents or information from the entrepreneurs themselves to conduct this analysis.
The assessment of potential violations will be carried out according to specialized criteria in key segments such as consumer rights protection, ensuring competition, advertising activities, public procurement, and the functioning of commodity and raw materials exchanges. Special attention is paid to the wholesale and retail trade of medicines and medical devices.
Based on the monitoring results, the system will automatically distribute entrepreneurs into three risk levels: high, medium, and low. Authorized bodies will conduct preventive measures and inspections in strict accordance with current legislation for companies placed in the high and medium risk groups. Business entities with a low risk level are completely exempt from inspections.
The document emphasizes that the risk level assigned by the electronic system cannot by itself serve as a ground for applying direct enforcement measures against an entrepreneur.
