Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan’s Food Safety Committee has appointed four deputy chairpersons responsible for plant quarantine and protection, financial and economic affairs, legal matters, and compliance and internal anti-corruption control.

Jamshid Urunov was appointed deputy chairperson for quarantine and plant protection. He previously served as deputy business ombudsman.

Khurshid Rakhmatullaev was appointed deputy chairperson for financial and economic affairs. Before his appointment, he served as deputy chairman of the board of Uzsuvtaminot JSC.

Furkat Jalilov was appointed deputy chairperson of the committee. He previously worked as chief inspector at the Department of Legal Expertise and Comprehensive Analysis of the Presidential Administration.

Elyor Talaboev was appointed deputy chairperson responsible for compliance and internal anti-corruption control.

The appointments are part of the formation of the management system of the Food Safety Committee, whose activities are regulated, among other documents, by Cabinet of Ministers Resolution No. 396 dated 21 July 2026. The resolution approved the Regulations on the Committee and the Regulations on the Food Safety Development Fund under the Committee, norma.uz reported.

The committee has been designated as a single independent executive body responsible for implementing state policy on food safety and regulating and overseeing phytosanitary and veterinary matters. It reports directly to the President and the Cabinet of Ministers, including the deputy prime minister responsible for investment, exports, trade, agriculture and water resources management.

One of the committee’s tasks will be to launch a unified automated information platform. It is intended to support risk management and risk-based control using artificial intelligence technologies.

The authorities also plan to create an electronic system for promptly informing the public about unsafe food products and their recall.

An off-budget Food Safety Development Fund without legal-entity status has been established under the committee.

The fund was formed on the basis of the Veterinary Service and Livestock Development Fund and the Quarantine and Plant Protection System Development Fund.

Its sources of financing will include 100% of funds received from food business operators, as well as fees for registering new types of food products, food additives, chemicals and plant protection products.

Another source will be 100% of funds generated from services provided by the Border Inspection for Food Safety Control.

In addition, 80% of the funds remaining after deduction of the relevant share of proceeds from services provided by the Plant Protection and Veterinary Medicines Center will be transferred to the fund.

The fund will also receive financing from fees for state services related to sanitary and epidemiological conclusions and special examinations of food and agricultural products, as well as payments for licensing, permitting and notification procedures in the areas of food safety, veterinary medicine and phytosanitary control.
