Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan and the United Nations Economic Commission for Europe (UNECE) have agreed to expand cooperation in urbanization and urban planning.
A roadmap was signed following a meeting in Geneva between Sherzod Kudbiyev, chairman of Uzbekistan’s National Committee for Urbanization and Sustainable Housing Market Development, and Tatiana Molchan, UN Under-Secretary-General and Executive Secretary of UNECE.
During the talks, the sides discussed prospects for further cooperation and reviewed Uzbekistan’s ongoing efforts in urbanization and city development.
One of the key outcomes was an agreement to prepare a country profile, a document intended to provide an in-depth assessment of Uzbekistan’s urban development and housing policy across key areas.
UNECE specialists will visit Uzbekistan from 26 to 30 October 2026 to begin work on the profile and implement the roadmap. The sides agreed to start practical work on the tasks outlined in the document.
According to information on UNECE’s official website, preparing a country profile generally involves a comprehensive analysis of five main areas.
The first covers the legal and institutional framework, including legislation on urban planning, housing construction and land relations.
The second focuses on housing stock and infrastructure, assessing the condition of existing housing, its energy efficiency and affordability for the population.
The third area concerns land management and cadastre, including procedures for allocating and registering land plots and the transparency of the real estate market.
The fourth examines financial mechanisms for developing the urban and housing sectors, including funding sources, the mortgage market and opportunities to attract investment.
The fifth covers the development of sustainable and smart cities, including environmental sustainability, climate change adaptation measures and the introduction of digital technologies.
The roadmap establishes a basis for further cooperation between Uzbekistan and UNECE on urban planning, housing policy and sustainable urban development.
