Tashkent, Uzbekistan (UzDaily.com) — The administration of the Tashkent City Administration has approved new rules of ethics and official conduct for employees and organizations within its system, according to an order published on the e-qaror portal. The document is aimed at regulating the behavior of civil servants both during and outside working hours.

The rules set requirements for interaction with citizens, the media, and measures to prevent corruption risks. They also establish standards of conduct intended to strengthen official discipline and improve transparency in public sector operations.

Under the new regulations, employees of the city administration are prohibited from participating in gambling and other risk-based games, including online formats, engaging in business activities, and using official vehicles or identification documents for personal purposes.

In addition, the rules ban the discussion of official information with unauthorized persons, the acceptance of gifts and services connected to official duties, and any actions that could damage the reputation of government bodies.

The document also emphasizes the need for modest appearance standards and respect for national traditions, as well as the avoidance of behavior that could trigger negative public reactions.

Significant attention is given to interaction with citizens. Employees are required to treat visitors politely and respectfully, avoid insulting behavior, and prevent unjustified delays during appointments, while maintaining proper telephone communication etiquette.

Media relations are also regulated. Only authorized persons are allowed to make public statements on behalf of government bodies, while the dissemination of information that contains state secrets or could harm the reputation of authorities or officials is prohibited.

In the area of anti-corruption, employees must promptly report any attempts to involve them in corrupt practices, as well as inform management about such cases among colleagues. The rules also introduce mandatory disclosure of conflicts of interest within one working day.

A special ethics commission will be established within the city administration to monitor compliance with the new standards.
