Proactive Pensions Reach 85% Share in Uzbekistan

Tashkent, Uzbekistan (UzDaily.uz) — The share of old-age pensions granted proactively in Uzbekistan without a citizen's application reached 85% by July 2026. In the first month following the system's launch in 2025, this figure stood at 42%. Nuriddin Shadikhodjayev, Deputy Director of the Pension Fund, reported these figures at a Senate meeting on 7 August 2026.

According to him, the Pension Fund established electronic data exchange with 18 ministries and agencies to automatically grant old-age pensions. One of the main challenges during the initial stage was the incomplete digitization of citizens' employment records.

"First and foremost, issues arose regarding the extent to which citizens' data for their entire employment history had been digitized across relevant ministries and agencies. Today, these issues are being addressed step-by-step," Shadikhodjayev noted.

Senator Malika Kadirkhanova raised a question about the system's operation. According to her, about 8 thousand applications were received over six months, some of which related to incomplete accounting of work experience due to shortcomings in data digitization. Applicants stated that in certain cases, this led to the assignment of lower pension amounts.

Kadirkhanova also asked how many such cases were identified after the system's launch and whether similar problems would arise when expanding the proactive mechanism to disability pensions.

Shadikhodjayev stated that the system's performance gradually improved as data was digitized. In the first month following its implementation in 2025, pensions were proactively granted to 42% of eligible citizens. By July 2026, the figure rose to 85%.

Since the launch of the system, old-age pensions have been granted to 154,205 citizens without requiring an application. Citizens did not need to separately visit the Pension Fund or submit an application to receive them.

The Pension Fund stated that it plans to fully transition relevant state services into proactive and electronic formats by the end of 2027.

It is also proposed to extend the experience of automatically granting old-age pensions to citizens with Group I and Group II disabilities. Estimates show this process will allow roughly 52 thousand people to receive pensions annually without applying.

Senators approved the relevant amendments providing for proactive pension assignments to citizens with Group I and Group II disabilities. The new rules also provide for automatic pension recalculations and protection against excessive deductions.

Chairwoman of the Senate Tanzila Narbayeva stated that the digitization of pension services should not create additional difficulties for citizens. She noted that organizational and technical problems arising during the implementation of new standards must be promptly eliminated.

She also emphasized the need to inform persons with disabilities about the new capabilities. According to her, the Pension Fund, the Ministry of Justice, disability associations, and specialized non-governmental non-profit organizations should participate in this effort.
