Tashkent Approves Renovation Rules for Three Districts

Tashkent, Uzbekistan (UzDaily.uz) — Tashkent Mayor Shavkat Umurzakov approved operational procedures on 25 August 2026 for comprehensive urban development and renovation projects initially targeting the Yashnabad, Mirabad, and Sergeli districts, pursuant to a presidential decree issued on 24 February 2026.

Under the approved framework, state-owned development company Toshkent Invest, in coordination with the Cadastre Chamber, must identify real estate properties and verify ownership within the designated renovation zones within ten days. Property owners will subsequently receive notifications, and specialized headquarters will be established at local mahallas to facilitate community engagement.

The relocation process operates under an equal-value compensation principle. Toshkent Invest will negotiate with developers operating near renovation sites to secure alternative housing units. Specific compensation terms will be agreed upon individually with each owner prior to executing notarized agreements.

For citizens permanently registered in targeted residential properties, residency registration will automatically transfer to their new address upon relocation. Utility accounts for electricity, water, heating, gas, and waste disposal will similarly transfer, ensuring that any existing balances or overpayments remain attached to the owner at their new location.

Specific guidelines address properties subject to legal restrictions or enforcement proceedings. When required, temporary waivers may be granted to permit agreement execution, after which legal encumbrances will transfer directly to the newly assigned replacement property.

To support project financing, investment entities may access credit facilities of up to US$20 million from the Fund for Reconstruction and Development. The loans feature a five-year term at an annual interest rate of 5%, including a two-year grace period.

The regulations also establish procedures concerning unauthorized multi-apartment buildings, instructing municipal authorities to address structures failing urban planning standards or deemed unfit following technical inspections.

The urban program additionally incorporates environmental initiatives, directing the khokimiyat to draft plans within two months to expand urban green spaces and establish one eco-park in every district of Tashkent.

These regulatory measures form part of an experimental "regulatory sandbox" framework operating across designated zones from 1 March 2026 to 1 March 2028 to test comprehensive development mechanisms.
