Mirziyoyev approves Digital Government development plan
Tashkent, Uzbekistan (UzDaily.uz) — President of Uzbekistan Shavkat Mirziyoyev signed a decree on 8 July 2026 titled "On measures for the further development of the 'Digital Government' system" (PP-257). The document mandates the introduction of a Unified Integrated Digital Platform, under which at least 5,000 administrative functions of state bodies are scheduled to be digitized by the end of 2028.
The decree establishes additional target indicators, including a minimum 30 percent reduction in expenditures for the development and operation of state information systems. By the end of 2030, the share of services provided using artificial intelligence through the Single Portal of Interactive Public Services must reach 10 percent. Ministries and departments will transition to paperless document management and interdepartmental electronic interaction, while data-driven decision-making practices will be implemented through at least 100 analytical modules.
The platform is designated as the core technological element of the "Digital Government" system. It will provide a unified architecture and standards for creating state information systems, accelerate their development through reusable digital components, centralize state data management, and support the payment infrastructure for mandatory fees during the delivery of public services.
The Ministry of Digital Technologies has been instructed to attract leading international consultants by 1 August 2026 for independent expertise on conceptual and technological solutions, as well as for the development of project-technical and architectural documentation for the platform. In cooperation with the State Security Service, unified technological standards for data exchange, security, and the development of state digital services must be prepared by 1 December 2026, and the creation of the platform itself must be ensured by 1 July 2027. According to the roadmap, international "Big Four" consulting organizations are being involved in the design process in cooperation with the World Bank.
Starting 1 July 2027, state information systems will be created and developed exclusively within the framework of the platform using its standard digital components. Exceptions apply to systems designed to process information containing state and banking secrets, as well as information systems of militarized structures and law enforcement agencies. State bodies and organizations are prohibited from creating systems that duplicate the functionality of the platform.
UZINFOCOM LLC, the single integrator for the creation and support of state information systems, has been designated as the technical operator and systems integrator of the platform. The company will be responsible for the development, implementation, operation, and technical support of the platform, as well as its information security and cybersecurity. A list of 20 state information systems to be integrated into the platform between 2026 and 2028 has been approved, including the Single Portal of Interactive Public Services, the interdepartmental integration platform, unified registries of individuals and legal entities, and the open data portal.
Starting 1 January 2027, internal document management, decision-making, approvals, and the provision of public services in state bodies will be carried out in electronic form using the platform. To simplify data exchange between information systems, an Open API principle is being introduced.
Furthermore, starting 1 August 2026, the placement, storage, and processing of data from state information systems developed and modernized within the platform will be carried out only in the state cloud infrastructure and or the data center of the "Digital Government" system. Commercial banks, exchanges, payment, and credit organizations are permitted to use the technical capacities of state data centers, provided they comply with Central Bank information security requirements. Projects by state bodies and companies with a state share of 50 percent or more to create new information systems, data centers, or purchase server equipment will be implemented only with the permission of the commission for coordinating the implementation of the "Digital Uzbekistan - 2030" strategy.
A separate section of the decree is dedicated to digital management in the regions. Information on the positive results of implementing the "Smart District" platform in the situational center of the Mirzo-Ulugbek district of Tashkent, which allows for real-time management of regional socio-economic processes, was noted. Based on this, the "Digital Khokimiyat" software package will be improved, including a "Manager's Dashboard" module, a "Human Dignity Index" module to study population problems at the mahalla level, a geoportal, and an AI-powered "Virtual Assistant to the Khokim" module.
The "Digital Khokimiyat" complex will be deployed in the Republic of Karakalpakstan, regional centers, and Tashkent by the end of 2026, and will be phased into the remaining districts and cities of the republic during 2027-2028. Local executive authorities are permitted to conclude direct contracts with the single integrator based on a monthly subscription fee, and they are prohibited from creating information systems that duplicate the functionality of the complex.
Funding for the decree is provided through the Digital Technologies Development Fund, budget organizations, and other sources not prohibited by legislation.
