Uzbekistan to Launch Virtual Card for E-Government Payments
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will introduce a free virtual bank card on the Unified Portal of Interactive Public Services (EPIGU) for payments for government services under a presidential decree on improving public services and creating additional convenience for citizens.
The Ministry of Digital Technologies, together with the Ministry of Justice and commercial banks, has been instructed to introduce the service by 1 September 2026.
Under the decree, users will be able to open a virtual payment card issued by a commercial bank of their choice through EPIGU or link an existing bank card. The card can be used to pay for government services.
The decree also provides for automatic refunds to the applicant's bank card in cases of unjustified refusal to provide a government service, failure to meet the prescribed service delivery deadlines, or excessive or erroneous payments.
Banks will not charge fees for opening the virtual card, topping it up, or transferring funds from it to a bank card.
In addition, the decree exempts minors from paying state duties when applying to court on matters related to the independent exercise of their rights (emancipation). The Ministry of Justice, together with the National Agency for Social Protection and the Children's Ombudsman, has been instructed to submit the relevant draft law to the government within two months.
