Uzbekistan to Digitize Disabled Parking Permits

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Ministry of Justice has proposed transitioning the provision of preferential parking rights for persons with disabilities into a fully digital format, according to a draft government resolution published for public discussion.

The document envisages removing the requirement to display a “driver with disability” sign on vehicles belonging to persons with disabilities of Group I and II. It also eliminates the need to present medical certificates for free parking use, while parents and guardians of children with disabilities will no longer be required to provide pension certificates.

Instead, eligibility for the benefit will be confirmed through a social card system, which will allow drivers to link up to two vehicles free of charge.

Applications for the benefit will be available through several channels, including automatic issuance when receiving a social card, the “Inson” social services center, the “Baraka” mobile application, and the Unified Portal of Interactive Public Services.

Applicants will be required to provide personal data, contact details, and vehicle information. Parents and guardians must also include details about the child with a disability.

The parking benefit will be valid for five years. For guardians of children with disabilities who have less than five years remaining until adulthood, the benefit will remain valid until the child reaches adulthood.

The system will apply to all paid parking facilities nationwide, with enforcement supported through license plate recognition technology.

The new system is expected to be introduced in phases. It will take effect in Tashkent and the Tashkent region from September 1, 2026, and in other regions from January 1, 2027.

The integration of parking benefits into social cards is scheduled to launch on August 1. Public discussion of the draft resolution will continue until June 19.
