Uzbekistan to create registry of business incentives
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will create a special registry of benefits and incentives available to businesses under amendments to the Law “On Guarantees of Freedom of Entrepreneurial Activity” approved by President Shavkat Mirziyoyev on 17 August. The law also establishes new rules for providing state support to businesses and allows financial fines to be paid at a discount.
The registry will contain information on benefits and incentives provided to entrepreneurs, their validity periods and procedures for obtaining them. The Cabinet of Ministers will determine the procedure for creating and updating the registry, while the Ministry of Economy and Finance will maintain it on a dedicated platform.
Under the new provisions, support measures will be provided by economic sector, field of activity and region on equal terms and through transparent mechanisms. Unjustified refusals to provide benefits or the creation of obstacles to their use will be prohibited.
The law provides for several forms of state support for businesses, including tax and customs benefits, subsidized lending, grants, financial subsidies, infrastructure assistance, support for personnel training and non-financial incentives.
At the same time, in the goods trade sector, support measures linked to export or import-substitution targets will be prohibited.
The document also defines the purposes for which specific support measures may be provided. Subsidies may be used to introduce green technologies, develop tourism, education and healthcare, connect businesses to engineering infrastructure, promote social entrepreneurship and reduce the shadow economy.
State grants will be directed toward projects of economic and social importance, as well as innovative ideas and social entrepreneurship projects. The Cabinet of Ministers will approve the procedure and conditions for providing grants.
Tax benefits may be granted under the Tax Code or, in certain cases, by presidential decisions. Customs benefits will be provided in accordance with the Customs Code.
To support subsidized lending, the government will be able to compensate banks for part of the interest rate on loans issued, establish targeted credit lines and attract funds from international financial institutions. The state will also be able to participate in risk-sharing arrangements for unsecured loans.
Social entrepreneurship projects will be eligible for measures including state social orders, assistance with training and professional development, as well as advisory and methodological support.
The law will enter into force three months after its publication, on 18 November 2026.
