Tashkent, Uzbekistan (UzDaily.com) — The Senate of the Oliy Majlis of Uzbekistan has approved a law introducing amendments and additions to the country’s Code on Administrative Responsibility during a regular plenary session. The document is aimed at strengthening legal protection for citizens, increasing transparency in judicial procedures, and reinforcing the principles of legality and fairness.
One of the key amendments introduces separate administrative liability for failing to inform buyers about changes or replacement of a vehicle’s odometer readings. The provision is incorporated into the new Article 178² of the Code and is intended to prevent fraudulent practices in the used car market while ensuring consumers’ right to receive reliable information about goods.
The law also strengthens the protection of minors’ rights in administrative proceedings. It establishes mandatory participation of a teacher or psychologist in cases involving minors, with the aim of taking into account their psychological condition, preventing possible pressure, and ensuring compliance with international standards for protecting children’s interests.
Special attention is also given to institutionalizing procedures for recusal and self-recusal in administrative offense cases. These mechanisms are being systematized in legislation to prevent conflicts of interest and improve the objectivity of decisions.
The document further refines the procedure for reducing the term of deprivation of driving rights or hunting rights. Under the amendments, such matters will be considered exclusively by courts under clearly defined conditions, while the possibility of mitigation is excluded for individuals who have previously used this privilege or committed repeat offenses during the punishment period.
Senators emphasized that the adopted amendments are aimed at further developing the system of administrative responsibility on the basis of humanity, fairness, and stronger legal guarantees for citizens. The law was approved following the discussion.
