Uzbekistan Senate Passes Technical Regulation Law
Tashkent, Uzbekistan (UzDaily.uz) — The Senate of the Oliy Majlis approved the Law "On Introducing Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan Aimed at Further Improving the Technical Regulation System" during its 17th plenary session.
During the discussion, it was noted that the document is aimed at developing the trade and industrial sector, improving the systems of technical regulation, conformity assessment, and state product control, as well as aligning national legislation with the rules of the World Trade Organization.
The law provides for amendments to several existing regulatory acts to reduce redundant administrative procedures, support the institutional development of the national quality infrastructure using international experience, and harmonize legislation with international norms.
Specifically, the amendments to the Law on Metrology categorize measuring instruments used to protect consumer rights, ensure public health and safety, and protect the environment as objects of state metrological control.
The amendments to the Law on Standardization introduce the institution of enterprise standards, which business entities will be able to independently develop and apply in their operations.
Changes to the Law on Technical Regulation establish the application of a risk-oriented approach when setting safety requirements within technical regulations.
Furthermore, the amendments to the Law on Accreditation of Conformity Assessment Bodies strengthen the priority of international standards when defining the requirements and criteria for the competence of conformity assessment bodies.
According to the senators, the adoption of this law will help form a modern management model for the national quality infrastructure, reduce the risk of conflicts of interest in the fields of technical regulation, metrology, and conformity assessment, and ensure the further harmonization of national requirements and terminology with the rules and norms of the World Trade Organization.
Following the review, the law was approved by the Senate.
