Senate Approves El-Yurt Umidi Fund and Export Amendments

Tashkent, Uzbekistan (UzDaily.uz) — The Senate of the Oliy Majlis approved the Law "On Introducing Additions and Amendments to Certain Legislative Acts of the Republic of Uzbekistan, and Recognizing Certain Legislative Acts as Having Lost Force," which provides for changes in the area of refunding tuition costs for scholars of the El-Yurt Umidi Fund, norm-setting activities, and export procedures.

During the plenary session, it was noted that the document is aimed at improving the mechanisms for recovering funds spent by the El-Yurt Umidi Fund for the Training of Promising Personnel under the President of Uzbekistan on education abroad, as well as reducing the timelines for the legal analysis and state registration of departmental regulatory acts.

Through amendments to the Law on State Duty, the fund is exempt from paying state duties when filing lawsuits in court to recover tuition expenses for its scholars. Concurrently, changes to the Law on Regulatory Acts provide for a reduction in the time required for conducting legal analyses and state registration of orders and decisions issued by ministries and agencies.

The document also introduces changes to the Law on Licensing, Permitting, and Notification Procedures. Specifically, it abolishes the procedure for issuing permits for the export of goods and products supplied in accordance with decisions of the President and the Government. Furthermore, it establishes the necessity of obtaining a conclusion from the State Assay Control Inspection when exporting semi-finished jewelry products made of precious metals outside the customs territory of Uzbekistan.

According to the senators, the law will contribute to the timely return of funds expended by the El-Yurt Umidi Fund to the state budget, the improvement of the organizational and legal framework of norm-setting activities, and support for domestic jewelry manufacturers. The law was approved by the upper house of parliament.
