Uzbekistan rises to 12th place in Global ODIN Ranking

Tashkent, Uzbekistan (UzDaily.com) — In the 2024 edition of the Open Data Inventory (ODIN), the Republic of Uzbekistan ranked 12th out of 198 countries, earning 83 points. This firmly secures the country’s leadership in Central Asia in terms of open data development.

The ODIN ranking is an important tool for assessing the openness of official statistics. It promotes open data policies, identifies gaps in national statistical systems, and fosters stronger engagement between statistical authorities and data users.

Compared to 2023, when Uzbekistan was ranked 30th out of 195 countries with a score of 70, the country advanced 18 places in 2024. This notable progress reflects a set of consistent and targeted measures taken across several key areas.

In particular, the scope of published statistics was significantly expanded. Data began to be presented by region, sector, and year, enabling a more objective analysis of the country’s socio-economic development. Time series for key indicators over the past five and ten years were also made available at both the national and regional levels — including statistics broken down by province and district.

Major strides were also made in ensuring the transparency of statistical information. Data are now published alongside metadata, presented in formats suitable for analysis and reuse, and offered for download in various file types — substantially improving the overall accessibility and clarity of official statistics.

A major driver behind Uzbekistan’s improved ranking was the launch of the integrated information system “Statistika” (SIAT) by the National Statistics Agency. The platform currently hosts more than 2,900 official statistical indicators available in Uzbek, Russian, and English. All data come with metadata, are offered in five different formats, and can be freely downloaded by users.

Experts from the international organization Open Data Watch praised the new portal, noting its positive impact on the development of open data in Uzbekistan and the country’s improved position in the ODIN ranking.

Uzbekistan’s progress in the Open Data Inventory over recent years clearly reflects the country’s reform momentum. In 2017, it ranked 167th out of 180 countries with a score of 18; in 2018, 168th out of 178 with 19 points. By 2020, it had climbed to 44th place out of 187 (with 63 points), reached 40th among 192 in 2022 (66 points), and rose to 30th in 2023 (70 points).

In a short period, Uzbekistan has made remarkable advances in the openness of its statistical data, strengthening its international reputation and increasing public trust in official information.
