Uzbekistan Reforms Assistance System for Homeless Citizens

Tashkent, Uzbekistan (UzDaily.uz) — President of Uzbekistan Shavkat Mirziyoyev has signed a resolution titled "On Improving the System of Providing Social Services to Persons Without a Definite Place of Residence," reforming the support system for homeless individuals and changing operating procedures for specialized institutions.

Under the document, rehabilitation centers for persons without a definite place of residence, previously managed by internal affairs agencies, will be renamed Centers for Temporary Shelter and Social Rehabilitation. A key reform eliminates the practice of placing individuals into these facilities by court order.

Effective 1 September 2026, placement in social centers will take place exclusively with the individual's consent.

Residents will be provided with temporary housing, meals, and personal hygiene products funded through state budget allocations to the facilities. An individual social rehabilitation plan providing required social services and support will also be developed for each resident.

Starting 1 October 2026, citizens residing in social centers can be officially registered as unemployed under the law. They will receive vocational training vouchers through district and city departments for poverty reduction and employment assistance.

The resolution also stipulates that citizens will be registered at the centers' addresses as their temporary place of residence during their stay. Expenses related to registration and issuing identity documents will be covered by the Sahovat va Komak (Generosity and Support) Fund.
