Uzbekistan proposes digital marking for jewelry items

Tashkent, Uzbekistan (UzDaily.uz) — The Cabinet of Ministers of Uzbekistan has drafted a resolution outlining the phased introduction of mandatory digital marking for jewelry and other items made of precious metals and gemstones. The document has been published for public review on the SOVAZ portal.

The initiative was jointly launched by the Ministry of Economy and Finance, the State Assay Inspection, and the Tax Committee. The "Asl Belgisi" digital tracking system, operated by CRPT Turon, has been proposed to manage the marking ecosystem.

According to the draft resolution, the tracking system will be rolled out gradually. The first stage involves a pilot project scheduled to run until 30 December 2027. Following the trial, authorities plan to draft a permanent regulatory framework for full implementation by July 2028.

Under the current timeline, digital marking will become mandatory for all jewelry manufacturers and importers starting 1 January 2029, followed by retail and wholesale trading organizations on 1 April 2029.

To participate in the pilot phase, manufacturers, importers, wholesalers, and retailers must possess an electronic digital signature and digital identification tools, including specialized scanners. Manufacturers and importers will additionally need to acquire the technical equipment necessary to apply the codes.

Applications for participation can be submitted directly through the Asl Belgisi platform. Applicants must provide key corporate data, including company name, Taxpayer Identification Number (TIN), physical addresses of production, warehouse, and retail locations, and contact information.

Upon successful registration, manufacturers and importers must log detailed data on all produced and imported goods into the system. Required details encompass trade names, product descriptions and images, GS1 and Commodity Nomenclature (FEACN) codes, total weight, manufacturer profiles, and country of origin. Submitted data will undergo a moderation process lasting up to five working days.

The project allows for marking codes to be applied either directly onto the surface of the jewelry pieces or onto securely attached tags. Throughout the experimental pilot phase, marking codes will be provided to manufacturers and importers free of charge within four hours of application submission.

Four domestic enterprises have been designated as the inaugural participants in the pilot project: Gold Moon Tashkent, Merrit Jewellery, Sofizar, and Termez Gold Production.

The public discussion period for the draft resolution will remain open until 21 July 2026.
