Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan is preparing to move beyond its existing emissions monitoring, reporting and verification (MRV) system towards national carbon pricing mechanisms and industrial decarbonisation measures.

The issue was discussed at a seminar held on 3 November, attended by representatives of government ministries, agencies and industrial enterprises.

The event was organised by Uzbekistan's Ministry of Economy and Finance, the Centre for Green Economy Projects under the ministry, and the German Agency for International Cooperation (GIZ) as part of the Green Industrialisation project. International expert Zsolt Lengyel participated in the seminar.

Discussions focused on the practical application of an emissions trading system (ETS) and carbon pricing mechanisms to modernise industry, accelerate decarbonisation and help Uzbekistan fulfil its nationally determined contributions (NDCs) under its climate commitments.

Participants examined the experience of European Union countries in implementing MRV systems and carbon regulation mechanisms.

Using Germany's DEHSt agency as an example, the seminar presented the principles of emissions trading, database management, emissions monitoring and independent data verification, as well as the allocation of emissions allowances, including through auctions.

The discussions also covered the differences between emissions allowances and carbon credits generated through individual projects, along with measures to prevent double counting.

Participants considered how revenue from carbon pricing could be directed towards industrial decarbonisation and incentives for green investment.

Another key topic was the European Union's Carbon Border Adjustment Mechanism (CBAM) and its potential impact on the competitiveness of Uzbek manufacturers, particularly producers of mineral fertilisers and other export-oriented goods.

The seminar also addressed measures to ensure that carbon-related payments contribute to the country's domestic economy.

Following the discussions, participants highlighted the need to establish a reliable historical emissions database at the enterprise level.

Such data will provide the basis for developing emissions allowance allocation rules and introducing national carbon pricing mechanisms.
