Tashkent, Uzbekistan (UzDaily.uz) — Ukraine’s Ministry of Health and Uzbekistan’s Pharmaceutical Product Safety Centre under the Ministry of Health signed a memorandum of understanding in Tashkent on 21 October 2026.

The document covers regulatory cooperation on medicines and medical devices. It was signed during a working visit to Uzbekistan by a Ukrainian delegation from 19 to 21 October, the Ukrainian Embassy in Uzbekistan said.

The memorandum provides for the exchange of regulatory information, expertise and best practices. Its aim is to strengthen the institutional capacity of the agencies in both countries and ensure the quality, safety and efficacy of medicines and medical devices supplied to their respective markets.

The memorandum entered into force on the date of signing and will remain valid for three years, with automatic renewal possible.

The delegation was led by Ukraine’s Deputy Health Minister Yevhen Honchar. It also included Deputy Economy and Environment Minister Vitaliy Petruk, Ukrainian Employers Federation Chairman Ruslan Ilyichev and representatives of Ukrainian pharmaceutical companies.

Honchar held consultations with representatives of Uzbekistan’s Ministry of Health, the leadership of the Agency for the Development of the Medical and Pharmaceutical Industry, the Centre for Good Practices and the Pharmaceutical Product Safety Centre.

The talks focused primarily on maintaining and expanding the presence of Ukrainian medical companies in the Uzbek market.

According to the embassy, the discussions addressed operations amid Russia’s ongoing war against Ukraine and updated requirements introduced by Uzbekistan Presidential Decree No. UP-137 of 19 August 2025.

Petruk met with Akram Aliev, Uzbekistan’s Deputy Minister of Investment, Industry and Trade. They discussed intensifying trade, economic and investment cooperation and resuming systematic work by the Joint Ukrainian-Uzbek Commission for Comprehensive Cooperation.

The delegation also visited Tashkent Pharma Park, an innovative pharmaceutical research and production cluster, and the production site of Ukrainian joint-stock company Lekhim, which is localising manufacturing in Uzbekistan.

Separately, a business delegation of entrepreneurs from Ukraine’s Vinnytsia Region visited Uzbekistan and held a roundtable meeting with Uzbek business representatives.

The meeting was attended by representatives of Uzbekistan’s Ministry of Agriculture, Ministry of Construction and Housing and Communal Services, the Agency for Industrial Cooperation and Public Procurement, and other government institutions.
