Uzbekistan Nuclear Safety Bill Sent to Senate

Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of Uzbekistan’s Oliy Majlis has passed in its second reading a bill aimed at improving legislation on industrial, radiation and nuclear safety.

The bill provides for stronger state oversight, clarification of the powers of authorized bodies and additional liability measures, the Legislative Chamber of the Oliy Majlis said.

The bill introduces amendments and additions to existing legislation governing industrial, radiation and nuclear safety, as well as the use of atomic energy. The proposed provisions are aimed at further regulating legal relations and improving the effectiveness of state oversight.

The Code of Administrative Responsibility would establish liability for violations of rules and regulations governing the use of atomic energy. In addition, the powers and legal status of authorized state bodies would be clarified in line with ongoing administrative reforms.

Amendments are also proposed to the Law “On the Use of Atomic Energy for Peaceful Purposes.” In particular, the bill provides for the possibility of imposing financial sanctions on legal entities. This is expected to increase the accountability of entities operating in the relevant sector and strengthen compliance with established requirements.

The bill was revised by the responsible committee ahead of its second reading, taking into account proposals and recommendations from lawmakers.

During the preparation of the document, certain provisions were removed to take into account the interests of business entities. A number of other provisions were also brought into line with existing legislation and clarified from editorial and substantive perspectives.

According to lawmakers, adoption of the bill will allow for more precise definition of the powers of authorized bodies, ensure that measures taken for violations are proportionate and sufficient, improve the effectiveness of state oversight and establish a legal framework for ongoing reforms.

Following its adoption by the Legislative Chamber, the bill was sent to the Senate of the Oliy Majlis for consideration.
