Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of Uzbekistan’s Oliy Majlis has adopted, in its third reading, a bill ratifying an agreement to establish a Universal Centre for Countering Security Challenges and Threats Facing Shanghai Cooperation Organisation (SCO) Member States. The document has been submitted to the Senate.
The agreement was signed on 1 September 2025 in Tianjin. It provides for the establishment of the Universal Centre in Tashkent, based on the SCO Regional Anti-Terrorist Structure.
The new centre will also incorporate the Information Security Centre and the Centre for Combating Transnational Organised Crime, which is based in Bishkek.
The centre’s main tasks will include exchanging information among the competent authorities of SCO member states, jointly analysing security threats, organising joint activities and practical exercises, and coordinating the training and professional development of specialists.
The agreement defines the centre’s legal status, management structure, funding arrangements and mechanisms for cooperation with the competent authorities of member states.
The establishment of the centre is intended to strengthen cooperation among SCO countries in countering terrorism, extremism, transnational organised crime and information security threats.
