Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan’s Competition Committee has uncovered violations in the pricing of paid medical services in Karakalpakstan, Samarkand region and Syrdarya region, with medical facilities found to have charged patients unjustified additional fees.
According to the committee, measures have been taken to address the violations and return excess payments to patients.
In Karakalpakstan, specialists examined pricing practices at seven medical facilities covering the period from 2023 to 2026.
The inspection found that some facilities had included profit tax in the cost of medical services despite being eligible for tax benefits. Others had applied tariffs above the established rates. The violations resulted in unjustified revenue of 331.7 million soums.
Cases were initiated against six facilities, which were ordered to refund the amount to consumers. Another facility received a letter requiring it to review its tariff calculations.
Following the measures taken, the prices of certain paid medical services were reduced by an average of 16.22%.
In Samarkand region, violations were identified at a branch of the Republican Specialized Scientific and Practical Medical Center of Oncology and Radiology.
According to the Competition Committee, the branch had overcharged patients by 302.2 million soums in violation of consumer protection legislation and regulatory acts of the Cabinet of Ministers. The facility was instructed to remedy the violations and prevent them from recurring.
In Syrdarya region, an inspection of the oncology and radiology center found that more than 76 million soums had been unjustifiably collected from approximately 4,790 patients in 2025.
Another violation was identified at the regional branch of the Republican Specialized Scientific and Practical Medical Center of Dermatovenereology and Cosmetology.
When calculating the cost of paid services, the facility applied an allocation coefficient for indirect costs of 47.4%, exceeding the prescribed rate of 38.2%. As a result, approximately 300 million soums were overcharged to consumers in 2024 and 2025.
Cases were initiated against the branches in Syrdarya region, and they were issued binding orders to return the excess payments to patients.
The Competition Committee said it would continue working to protect consumer rights and prevent unjustified increases in the prices of paid medical services.
