Uzbekistan approves new real estate inventory rules
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved a new procedure for conducting technical inventory of real estate property. The relevant departmental regulatory act was registered by the Ministry of Justice on 2 June 2026 under registration number 3843.
The document defines the objectives and procedures for technical inventory, which is aimed at determining the area, composition, technical characteristics, and actual condition of real estate objects, as well as forming their cadastral files.
Under the new procedure, the work is carried out by engineers of the Chamber of State Cadastres or certified cadastral engineers holding qualification certificates. Technical inventory is divided into primary and repeated forms.
The process includes stages of preliminary desk work, field inspections, and subsequent processing of collected data. During on-site inspections, specialists measure properties, examine structural elements, and assess engineering and utility networks.
Based on the inventory results, key parameters of properties are determined, including total and usable area, volume, and other technical characteristics.
Property plans are prepared in electronic format at scales of 1:50, 1:100, 1:150, or 1:200.
The document also provides that individuals who disagree with the results of technical inventory have the right to appeal them to the Cadastre Agency or through the court system.
The new procedure is aimed at improving the accuracy and reliability of real estate data and strengthening the country’s cadastral system.
