Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has sent a welcoming address to participants of the Fourth Meeting of the Heads of Judicial Councils of the Organization of Turkic States, held on 22 May in Samarkand.

The head of state expressed satisfaction that the forum is taking place in Samarkand, one of the oldest centres of Turkic civilisation and the capital of the state of Amir Timur. He particularly noted the symbolic significance of the event, which coincides with broad international celebrations marking the 690th anniversary of the birth of the great commander, who, according to the president, was always guided by principles of justice.

Rule of law at the centre of the agenda

The address emphasized that issues related to ensuring the rule of law, effective governance, and protection of human rights occupy a central place in the activities of the Organization of Turkic States. The president noted the growing relevance of these issues amid fundamental changes in the geopolitical landscape and increasing contradictions and conflicts.

“We place great hope on Judicial Councils in ensuring justice and the rule of law in the lives of our countries, protecting human rights, and forming a strong judicial corps,” Mirziyoyev said in his address.

Memorandum on judicial ethics

A Memorandum of Understanding on common principles of judicial ethics in the member states of the organization is expected to be signed during the forum. According to the President of Uzbekistan, the document will help strengthen shared historical and legal traditions of Turkic peoples and align ethical standards across judicial systems of participating countries.

While emphasizing internationally recognized standards of judicial conduct, the memorandum also provides for respect for national legal traditions.

Mirziyoyev recalled that on 6 May this year, the Forum of Judicial Academies in Tashkent adopted an international document on minimum standards for organizing judicial and legal education in Turkic states, aimed at introducing a unified system for training judges.

Strategic partnership

The President of Uzbekistan expressed confidence that the Samarkand meeting will yield meaningful results in advancing goals such as strengthening the rule of law and protecting human rights.

In conclusion, Mirziyoyev emphasized that such forums contribute to strengthening strategic partnerships between states, friendship and fraternal ties between peoples, and enhancing the authority and influence of the Turkic world on the international stage.
