Tashkent to Privatize Sergeli Car Market and 34 Sites
Tashkent, Uzbekistan (UzDaily.uz) — President of Uzbekistan Shavkat Mirziyoyev has approved measures for the socio-economic development of Tashkent, providing for the privatization of 35 markets and commercial facilities in the capital. The corresponding decree was signed on 27 July 2026.
The document aims to reduce state participation in the economy and create additional opportunities for the development of trade and the service sector.
All assets are planned to be sold at open auctions as turn-key businesses based on projects developed by municipal company Tashkent Invest. The preparation of master plans will be financed through the Tashkent City Development Fund.
Under the terms of privatization, new owners will be required to establish modern eco-bazaars, retail, service, and entertainment facilities on the territory of the markets and commercial complexes, as well as build multi-level parking garages.
Land plots and real estate assets belonging to the markets will be transferred to the ownership of Tashkent Invest to increase the state's share. The real estate will be valued at scrap value, while land plots will be assessed using the maximum reducing coefficient of the land tax rate.
Tashkent Invest will receive the right to carry out construction and reconstruction work on the transferred territories.
Following the sale of the assets, the company will receive 1% of the transaction amount, alongside reimbursement for expenses related to preparing and conducting the auctions.
The list of assets subject to privatization includes the Aviastroitel, Karakamysh, Kuyluk, Navruz, Sergeli, and Farkhad farmers' markets, seven branches of the Navruz market, six branches of the Sergeli market, five branches of the Karakamysh market, and two branches of the Yunusabad market.
In addition, auctions will feature the Chilanzar, Bek Tupi, Beshkurgan, Parkent Universal, and Urikzor shopping complexes, parking lots of the Bek Tupi and Chilanzar shopping complexes, the Yangiabad specialized market together with its branch, and the Sergeli car market.
