Tashkent, Uzbekistan (UzDaily.uz) — The Tashkent City Council of People’s Deputies is considering a draft decision on new maximum fares for bus and metro travel. If approved, the changes could take effect from 1 October 2026.
Under the draft, the fare for a single trip paid in cash would remain at the current level of 3,000 soums, including VAT. The fare for a single payment through the electronic payment system with a promotional discount is proposed to increase from 1,700 to 2,500 soums.
A separate fare is proposed for baggage. Passengers would be charged 4,000 soums, including VAT, for transporting baggage.
The draft also provides for new fare plans for transport cards, with prices depending on the number of trips. In addition, discounted and free fare plans are proposed based on the number of transfers between different types of public passenger transport made within one hour when using a transport card.
For unlimited bus travel, the following options are proposed: one day — six trips for 11,500 soums; five days — 22 trips for 42,500 soums; one week — 28 trips for 54,000 soums; 10 days — 44 trips for 84,500 soums; 15 days — 66 trips for 127,000 soums; and 20 days — 88 trips for 169,500 soums. A 30-day or one-month plan would cost 250,000 soums for 130 trips. A three-month plan would provide 390 trips for 682,500 soums, a six-month plan 780 trips for 1.17 million soums, and an annual plan 1,560 trips for 1.95 million soums.
For combined bus and metro travel, the proposed fares are 13,500 soums for seven trips over one day, 57,500 soums for 30 trips over five days, 73,000 soums for 38 trips over one week, 115,500 soums for 60 trips over 10 days, 173,000 soums for 90 trips over 15 days and 231,000 soums for 120 trips over 20 days.
Under this option, a 30-day or one-month plan would cost 345,000 soums for 180 trips. A three-month plan would provide 540 trips for 945,000 soums, a six-month plan 1,080 trips for 1.62 million soums, and an annual plan 2,160 trips for 2.7 million soums.
Transport card users would also be offered trip packages: 10 trips for 19,000 soums, 20 trips for 38,500 soums and 30 trips for 57,500 soums.
All the listed fare plans provide a 23% discount from the full cost, except for long-term plans, which would offer discounts of 30%, 40% and 50% depending on the validity period.
If the decision is approved, the Tashkent Main Transport Department will have two days to make the relevant amendments and additions to competitive and tender agreements with transport operators.
The fare revision is being considered against the backdrop of proposals to change the public transport financing system. At the end of July, the Fiscal Analysis Institute called for gross-contract payments to be linked to service quality indicators and for funding to be distributed more evenly to support transport development in the regions.
According to the institute, annual budget spending on gross contracts amounts to 1.9 trillion soums, of which 1.3 trillion soums is allocated to transport subsidies in Tashkent.
More than 65% of public transport costs are covered by budget subsidies, which are expected to reach a record 1.38 trillion soums this year.
The institute also proposed optimizing routes with low passenger traffic, expanding public transport networks in the regions and bringing fares to economically justified levels while maintaining targeted support for eligible groups.
