Numan Mukhammadiev Appointed Head of Insolvency Agency
Tashkent, Uzbekistan (UzDaily.uz) — Numan Mukhammadiev has been appointed Deputy Minister of Justice and Director of the Insolvency Agency under the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Justice reported. In connection with the new appointment, he was relieved of his previous post as Deputy Minister of Justice.
The Insolvency Agency was established under the Ministry of Justice as part of a reform of the bankruptcy regulation system following a decree signed by President Shavkat Mirziyoyev on 6 May 2026.
The new agency has been designated as the authorized body for developing and implementing unified state policy in the field of insolvency. The agency will regulate and control insolvency processes while coordinating the activities of government bodies involved in bankruptcy procedures.
A key focus of the agency's work will be the digitalization of insolvency procedures. The reform plans to simplify administrative mechanisms and reduce bureaucratic barriers during the review of bankruptcy cases. Territorial divisions of the agency will be established in Karakalpakstan, the regions, and the city of Tashkent. Additionally, a Chamber of Judicial Managers will be formed on the basis of the Association of Judicial Managers, operating on self-governance principles to unite specialists working in bankruptcy procedures.
Mukhammadiev was appointed Deputy Minister of Justice in March 2025. Prior to that, from 2023, he headed the Main Department of Justice of Tashkent city.
Mukhammadiev holds a degree in law and is a 1st-class counselor of justice. He graduated from the Tashkent State University of Law in 2003 and was awarded the "Sodiq Khizmatlari Uchun" medal in 2024.
Mukhammadiev began his career in 2004 at the Ministry of Justice, working as a senior consultant in the Department for the Protection of Entrepreneurs' Rights. From 2009 to 2013, he served as First Deputy Head of the Main Department of Justice of Tashkent city, and from 2016 to 2023, he held various positions within the Ministry of Justice system.
The establishment of the Insolvency Agency aims to advance the institution of bankruptcy in Uzbekistan, increase procedural transparency, and strengthen state regulation in the field.
