Tashkent, Uzbekistan (UzDaily.uz) — The Ministry of Construction and Housing and Communal Services has issued a clarification regarding state control measures applied to home owners' associations (HOAs) and organizations managing apartment buildings.

The move was prompted by critical publications on social networks alleging that the enforcement actions being taken are groundless and restrict the operations of housing management entities.

The ministry emphasized that state oversight is aimed not at restricting the activities of HOAs and management organizations, but at ensuring compliance with legislative requirements, improving the quality of housing and communal services, and protecting the rights of property owners. In this regard, enforcement measures provided for by law are applied to entities that commit gross or systematic violations of the legislation.

According to data from the Inspectorate for Control in the Sphere of Construction and Housing and Communal Services, between January and May 2026, territorial inspectorates in the city of Tashkent uncovered 220 cases of violations of the rules governing apartment building management. Corresponding measures were taken against 37 home owners' associations, 28 management organizations, and 5 organizations engaged in the direct management of buildings that systematically violated legislative requirements.

Among the most common infractions, the ministry highlighted the lack of a round-the-clock emergency dispatch service, the non-use of the "Mening uyim" information billing system, failure to provide financial reports to property owners, and omitting technical inspections of apartment buildings.

The agency reminded that in accordance with the regulations approved by the Cabinet of Ministers Resolution No. 47 dated 1 February 2022, the removal of a management organization from the electronic registry is permissible only upon the existence of grounds prescribed by law.

The ministry also noted that the legislation establishes no restrictions against any specific form of apartment building management. State control is exercised regardless of the selected management model and is directed solely at ensuring law compliance by all subjects.

According to the agency, most violations are detected during field audits conducted in response to citizens' appeals. In this connection, the ministry urged residents to report operational deficiencies in management organizations via the "Mening uyim" mobile application, noting that public oversight frequently proves more effective than state control.
