Man Faces Charges Over Dog Cruelty Case in Kashkadarya

Tashkent, Uzbekistan (UzDaily.uz) — A resident of Kamashi district in Uzbekistan's Kashkadarya region has been charged with animal cruelty after a video circulated on social media showing a dog tied to a Damas vehicle sparked public outrage.

Administrative proceedings have been initiated against the man, the Kashkadarya Regional Department of Internal Affairs said.

According to the department, the incident occurred at about 13:18 on 24 July in the Quyi Yangi neighborhood.

The department said a local resident identified as D.T. was driving along the 4R70 Karshi–Shahrisabz highway through Kamashi district when he noticed what it described as a dead dog on the roadside. It said he then tied the animal to the rear of his vehicle and dragged it along the road.

The department said the incident was witnessed by the driver and passengers of a Nexia-3 travelling toward Karshi. They stopped the Damas driver, expressed their outrage over his actions and established the circumstances of the incident.

Administrative charges were filed against the man under Article 111 of Uzbekistan's Code of Administrative Responsibility, which covers animal cruelty. The case has been referred to the district criminal court for consideration.

The Department of Internal Affairs stated that the dog was already dead at the time of the incident. However, the video circulated on social media appears to show the animal moving.

Law enforcement authorities have not yet provided an official explanation regarding this discrepancy.
