Tashkent, Uzbekistan (UzDaily.uz) — Ferghana businessman Muminjon Yuldashev has been placed on an international wanted list at Uzbekistan’s request. INTERPOL has published his profile with a Red Notice on its website. The public record identifies Yuldashev as wanted by Uzbekistan. (OpenSanctions.org)
An INTERPOL Red Notice is a request to law enforcement agencies worldwide to locate and provisionally arrest a person pending extradition, surrender or similar legal action. It is not an international arrest warrant, and each country decides what legal effect to give it. (Interpol)
According to the published data, Yuldashev was born on 18 February 1976 in Ferghana Region. He is 175 centimeters tall, weighs 95 kilograms and speaks Uzbek and Russian.
The basis for the wanted notice is Part 3 of Article 167 of Uzbekistan’s Criminal Code — misappropriation or embezzlement. The provision provides for a fine of 300 to 360 basic calculation units, corrective labor for up to three years or imprisonment for five to 10 years.
Yuldashev previously appeared at several public events in Belarus. In April, Gomel Regional Executive Committee Chairman Ivan Krupko held talks with him. In July, Bellegprom Concern Chairman Nadezhda Lazarevich met with a delegation from Ferghana Region, in which Yuldashev was presented as a co-investor in INKAS. In 2023, he held a stake in private bank Madad Invest Bank, although he is not currently listed among the bank’s shareholders.
In 2019, the World Bank imposed sanctions on Yuldashev and companies linked to him following an investigation into a water supply project in Syrdarya Region. The bank found that he had pressured a representative of a competing tender participant and colluded with government officials.
His company Quvasoy Tamir Qurilish, later renamed Stroy Montazh Invest, and related entities were barred for several years from participating in World Bank-financed projects. This also became the basis for cross-debarment by several other international financial institutions.
