Farkhod Ibragimov Appointed Head of Enterprise Uzbekistan

Tashkent, Uzbekistan (UzDaily.uz) — Farkhod Ibragimov has been appointed Chairman of the Board of the International Digital Technology Centre, operating under the Enterprise Uzbekistan brand.

The composition of the board was approved on 2 September 2026, according to a disclosure on the Single Portal of Corporate Information. Former head Amir Mardiyev was named Deputy Chairman of the Board responsible for the special legal regime. The new board also includes Elyor Maksudov as Deputy Chairman for participant relations, Bakhodir Ayupov as Deputy Chairman for international business development, and Sardorjon Akhmedov as Deputy Chairman for operational management.

Prior to his appointment, Ibragimov served as Chairman of the Supervisory Board of IT Park Uzbekistan from February 2025, where he oversaw strategic ecosystem development and the creation of Enterprise Uzbekistan. He previously led the tech park—originally known as the Mirzo Ulugbek Innovation Center—from November 2017.

Enterprise Uzbekistan gained its legal framework on 20 August 2026, when the President of Uzbekistan signed a constitutional law establishing the center. Preparation began following a November 2025 decree creating the center at IT Park in Tashkent. The presidential-approved concept outlines a special legal regime valid until 2100, incorporating English law principles and a regulatory sandbox. Following an initial rejection by the Senate in June, revised legislation was passed on 8 August 2026.

The project forms one of two special jurisdictions in the country alongside the Tashkent International Financial Centre for banking and finance. Both centers are scheduled to launch in 2027 and are projected to attract US$20 billion to US$25 billion in investment.

Enterprise Uzbekistan will operate under a dedicated council chaired by the President of Uzbekistan. Council members include Prime Minister Abdulla Aripov, Deputy Prime Minister and Minister of Economy and Finance Jamshid Kuchkarov, Minister of Digital Technologies Sherzod Shermatov, Minister of Justice Akbar Tashkulov, Central Bank Governor Timur Ishmetov, National Agency for Perspective Projects Director Dmitry Lee, and Bobur Khodjaev, head of the Presidential Administration's Department for Financial Technologies, Digitalization, and Artificial Intelligence.
