Tashkent, Uzbekistan (UzDaily.uz) — Texnopark remains under the management of Tashkent’s city administration, which owns 100% of the enterprise, and has not been transferred to Artel, Sohibjon Murodov, head of Uzbekistan’s State Assets Management Agency (SAMA), said in response to journalists’ questions.
At a press conference on 8 October, Kun.uz journalist Madina Ochilova asked for clarification about reports that Texnopark might be transferred to Artel under a trust management arrangement based on a confidential document. She also asked whether a relevant agreement existed and what legal grounds governed the management of the enterprise.
Murodov explained that the functions of owner of state-owned enterprises in Uzbekistan are carried out not only by SAMA but also by other government bodies. Some enterprises, for example, are overseen by the Ministry of Economy and Finance, local administrations and other agencies.
According to the agency head, Texnopark was established by Tashkent’s city administration, which therefore owns the entire stake in the enterprise. He stressed that, based on the documents available to him at the time of his remarks, the company had not been transferred to Artel’s management.
Murodov also said measures were being developed to improve Texnopark’s financial position. These include expanding production of new goods and reviewing outdated business activities. He said information on the planned measures was expected to be made public in approximately six weeks.
Asked whether the enterprise had previously been transferred to a private company under a trust management arrangement, the SAMA head said he was relying on the documents provided to him. Over the past eight months, he said, corporate decisions concerning Texnopark that required the agency’s approval had been submitted by Tashkent’s city administration.
Murodov did not rule out the possibility that the enterprise had cooperated with private companies, but said he had no information confirming such arrangements.
The agency head also outlined plans to centralise the management of state assets. SAMA is working to consolidate state-owned stakes in enterprises currently overseen by various government bodies.
The aim is to improve transparency in the management of state assets and clearly identify the authorities responsible for exercising ownership functions.
In particular, the agency is considering taking over the founder’s powers for a number of enterprises whose state-owned stakes are currently assigned to other institutions.
Murodov did not specify any concrete decisions or timelines for a possible change in Texnopark’s ownership structure.
