ADB Sector Director Jingmin Huang Discusses Housing, Communal Services, and Water Modernization in Tashkent
Tashkent, Uzbekistan (UzDaily.com) — Jingmin Huang, the Sector Director for Water and Urban Development at the Asian Development Bank (ADB), concluded a working visit to Tashkent.
During the trip, which took place from 8 June to 13 June 2026, the representative of the international financial institution discussed in detail the current implementation status of joint projects in the water and urban sectors, while also outlining strategic frameworks for future partnership.
The visit featured an intensive agenda, including a series of targeted negotiations with the leadership of key ministries, agencies, and state-owned enterprises in the republic. Specifically, meetings were held at the Ministry of Economy and Finance, the Ministry of Investment, Industry, and Trade, and the Ministry of Construction, Housing, and Communal Services. Additionally, coordination efforts were organized with representatives from the Uzbekistan Reconstruction and Development Fund, the Agency for Waste Management and Circular Economy Development, and the specialized water utility operator JSC "Uzsuvtaminot."
During the substantive discussions, the parties focused on the practical aspects of project management. Experts paid special attention to improving financial management efficiency, optimizing fund disbursement schedules, and systematically strengthening the institutional capacity of the involved agencies. The review of operational processes is designed to accelerate the modernization of local communal infrastructure.
Beyond analyzing the current portfolio of agreements, the ADB delegation and Uzbek officials examined entirely new vectors for long-term interaction. The relevant agencies presented promising initiatives aimed at ensuring the sustainable development of the urban environment, qualitatively improving the municipal service delivery system, and introducing resource-saving technologies across the republic's water supply and sanitation sectors.
