Tashkent, Uzbekistan (UzDaily.uz) — Forty of Uzbekistan’s 47 private employment agencies received an “unsatisfactory” rating for the third quarter of 2026, according to results approved by the assessment commission on 20 October.

Viza Master and Horizon Work topped the ranking with 79 points out of 100 each, followed by Getwork with 74 points. All three were rated “good”.
Jobbridge scored 63 points, SKD Man Power received 56, while Dhaef Global and Global HR each scored 50 points, placing all four in the “satisfactory” category.
The remaining 40 agencies scored 49 points or fewer. Thirteen companies received 20 points each, while 12 scored 10 points apiece.
Two agencies received negative overall scores: Jobex recorded minus 41 points and Naimix minus 49.
How agencies are assessed
Private employment agencies are evaluated quarterly against 11 indicators, comprising seven positive and four negative criteria. The assessment follows regulations approved under Migration Agency Director’s Order No. 116 of 19 August 2025.
The criteria include employment outcomes for citizens travelling to countries with visa and visa-free regimes, and whether information is entered into the “Work Abroad” platform. Assessors also examine the registration of contracts with citizens and foreign partners in the electronic system, as well as pre-departure preparation, including briefings on the laws and rules governing stays in destination countries.
Other factors include whether agencies provide requested information, maintain official websites containing required details, respond to citizens’ complaints and comply with established requirements.
Points can be deducted for failing to register contracts with citizens electronically, reporting changes in business activities late, neglecting required pre-departure preparation or receiving complaints.
Under the rating system, agencies scoring 90–100 points are classified as “exemplary”, those with 70–89 points as “good”, and those with 50–69 points as “satisfactory”. Scores of 49 or below result in an “unsatisfactory” rating.
The Migration Agency said publication of the rankings gives citizens additional information about private employment agencies and allows companies to assess their performance against established criteria.
The agency stressed that a rating reflects performance during a specific reporting period and does not constitute a licensing status, a guarantee of service quality or a recommendation to choose a particular company.
If questions arise about the accuracy or validity of the results, they may be reviewed by a special commission.
