Tashkent, Uzbekistan (UzDaily.com) — The Cabinet of Ministers of Uzbekistan on May 6 approved a new regulation governing the procedures for registration of citizens at their place of residence and temporary stay, as well as the cancellation of registration, according to Norma.

Under the new rules, registration at a place of residence or temporary stay will require the mandatory participation of both the property owner and the registering citizen. Consent from both parties will be confirmed through Face ID or Mobile ID systems.

To obtain permanent registration, citizens will be able to apply in person to migration and citizenship departments of internal affairs bodies, public service centers, or submit applications through the Unified Portal of Interactive Public Services.

At the same time, the current rule remains in force that a citizen owning multiple residential properties may be registered at only one of them. Children under the age of 18 must be registered at the place of residence of their parents or guardians, and in such cases the consent of the property owner is not required.

The document also defines procedures for registering socially vulnerable citizens and those without a permanent place of residence. Their registration will be carried out by “Inson” Social Assistance Centers under the National Agency for Social Protection through the “E-xabar berish” system.

Temporary residence registration can be processed through personal applications to migration and citizenship departments, police outposts, mahalla public order offices, public service centers, or via the unified government services portal. It is also possible through the “E-xabar berish” notification system and through “E-mehmon” systems in hotels and medical institutions.

The processing time for an electronic application for temporary registration must not exceed one working day. Upon completion, citizens will receive a registration certificate in electronic or paper form.

If the temporary registration period expires but the citizen continues to reside at the address, they are required to re-register within ten working days.

The regulation also outlines grounds for cancellation of residence registration, including registration at a new address, an application by the property owner in the absence of property rights or family ties with the registered person, and a citizen’s departure abroad for permanent residence.
