Uzbekistan Senate Approves Ending Refugee Assistance Agreement

Tashkent, Uzbekistan (UzDaily.uz) — The Senate of Uzbekistan’s Oliy Majlis approved at its 18th plenary session a law ratifying the Protocol on the Termination of the Agreement on Assistance to Refugees and Forced Migrants of 24 September 1993.

The legislation provides for the termination of an international agreement concluded as part of cooperation among participating states on assistance to refugees and forced migrants. The Senate of the Oliy Majlis of Uzbekistan reported this.

The 1993 agreement was adopted to establish a legal framework for cooperation among participating states in providing assistance to refugees and forced migrants amid armed conflicts, interethnic disputes and mass migration processes that emerged after the dissolution of the former Soviet Union.

During the discussion, it was noted that the socio-political conditions that led to the adoption of the agreement had changed significantly. In addition, some of the institutions and mechanisms of interstate cooperation provided for by the document, including the Interstate Fund, were never established or applied in practice.

As a result, the agreement has lost its legal and practical significance.

Senators said ratification of the protocol terminating the agreement is consistent with the further improvement of Uzbekistan’s international treaty policy, taking into account modern legal relations and national interests.

According to the senators, the law will remove an international treaty that has lost its practical significance from the country’s legal framework, streamline its international legal base and bring it into line with modern international law and national interests.

The law is also aimed at ensuring legal certainty and consistency in law enforcement practice.

The law was approved by the senators following consideration.
