Uzbekistan Moves to Modernize Veterinary Oversight System

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Legislative Chamber of the Oliy Majlis has conceptually and in detail reviewed in the first reading a draft law aimed at improving the system of state veterinary supervision.

The document is considered important for aligning national legislation with international standards, including the World Trade Organization Agreement on Sanitary and Phytosanitary Measures and the requirements of the World Organisation for Animal Health.

Its implementation is aimed at increasing the effectiveness of veterinary control and ensuring the safety of products of animal origin.

The draft law provides for the introduction of procedures to monitor the presence of antibiotics and harmful substances, as well as mechanisms for early detection and reduction of veterinary risks.

It also proposes granting the State Veterinary Service powers to analyze and manage risks at all stages, from production to the sale of veterinary products.

Special attention is given to biosecurity issues. The draft law предусматривает empowering the State Veterinary Service to designate territories and sub-territories based on infectious disease status, as well as to establish categories of biological safety. This creates a legal basis for early detection of infections and prevention of their spread.

In addition, the bill introduces classification of territories depending on epizootic conditions, strengthens laboratory control, and establishes strict monitoring of veterinary medicines circulation.

According to lawmakers, the draft law forms unified and transparent principles of state veterinary supervision, increases its effectiveness, and strengthens the biosecurity system. This, in turn, creates additional opportunities to improve product quality and expand access to international markets.

Following the discussion, the draft law was approved by deputies in the first reading.
