Tashkent, Uzbekistan (UzDaily.com) — The government of Uzbekistan has approved a unified mechanism for transferring auxiliary functions of state bodies and enterprises to the private sector through outsourcing.

The relevant decree of the Cabinet of Ministers No. 306 was signed on 12 June 2026, with the full-scale launch of the reform scheduled for 1 September 2026.

The initiative is being implemented as part of Presidential Decree No. UP-200 of 27 November 2023, aimed at systematic anti-corruption measures and improving transparency in public administration.

Under the document, state bodies and enterprises will transfer a range of functions to independent contractors, including infrastructure maintenance, housing and communal services, engineering networks, household services, IT maintenance, logistics and transport, social support, and administrative services.

This includes building maintenance and repair, engineering systems servicing, cleaning services, software development and support, transport services, archival work, call centres, and public relations support.

Special attention is given to the digitalisation of the public procurement system. All outsourcing procedures will be conducted through a dedicated electronic platform on a competitive or tender basis. Contractors are required to meet criteria related to experience, resources, and absence of debt obligations.

Payments will be made based on performance evaluation using key performance indicators (KPIs). Contracts will include a 15% advance payment, while the remaining 85% will be paid following quality assessment.

If performance falls below 70%, the customer will have the right to terminate the contract.

The reform also provides for optimisation of staffing levels in government agencies, reduction of overlapping functions, and the redirection of saved funds toward upgrading institutional infrastructure.

Existing contracts will remain valid until completion, while agencies have been given two months to adapt their regulatory frameworks to the new requirements.
