Uzbekistan Expands Mortgage Support for Young Families

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved a presidential decree titled “On the Approval of the Strategy ‘New Uzbekistan Youth – 2030’ and Measures for Comprehensive Youth Support.”

The document defines the priorities of state youth policy for 2026–2030 and introduces a comprehensive set of measures in education, employment, social protection, and cultural development.

According to the decree, by  1 July 2026, teachers from non-governmental supplementary education organizations who achieve high performance results will be sent for internships to leading international educational centers.

This measure is intended to improve teaching quality and introduce international best practices into the country’s education system.

To expand access to supplementary education in remote areas, preferential financing mechanisms will be introduced. Organizations providing foreign language training and planning to expand into such regions will be eligible for interest-free loans and credit lines of up to 730 base calculation units.

From 1 January 2027, a new mortgage lending system will be introduced for young families purchasing housing on the primary market. The state will subsidize part of the interest payments on loans exceeding the Central Bank’s base rate. The program will apply to families where both spouses are under 30 years old and have not owned housing in the previous three years.

In the cultural and social sphere, an international youth congress titled “Dialogue of Generations” will be held every two years starting from 2027, coinciding with International Youth Day. Beginning in 2026, a nationwide youth festival will also be organized annually in September on the basis of public-private partnership.

Special attention is given to creative development. From 2026, the Presidential Award “Advanced Creator” will be introduced, granted to young authors in poetry, dramaturgy, and children’s literature, with a monetary prize of 200 base calculation units in each category.

The document also provides for the development of urban and regional infrastructure. Each region will implement a minimum youth environment standard, including educational, sports, cultural, and public facilities, as well as recreational areas.

In 2026–2027, specialized streets focused on tourism, gastronomy, and youth spaces will be created in the regions. These zones will include libraries, book cafés, and bookstores.

Additional support measures will be introduced for the book industry. Entrepreneurs selling significant volumes of books will be eligible for preferential loans of up to 1 billion soums for up to three years, with partial interest subsidies and a grace period.

The adopted measures form a comprehensive system of youth support covering education, housing, entrepreneurship, and cultural development.
