Uzbekistan discusses guarantees for civil servants studying abroad

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis of Uzbekistan has, in its second reading, reviewed a draft law aimed at expanding guarantees for state civil servants studying at prestigious foreign universities.

The document is designed to strengthen the human resource potential of government bodies and public institutions.

According to the draft, civil servants admitted to full-grant master’s or doctoral programmes abroad may retain their job position, provided they obtain written consent from the head of their state body. The field of study must be directly related to the official’s professional responsibilities.

The bill also introduces a requirement for civil servants to return and work in the relevant state body for a period equal to the duration of their overseas studies. The measure is intended to ensure the return of highly qualified specialists to the public sector.

In addition, the time spent studying abroad would be included in the official’s total length of service and considered when calculating seniority-based salary bonuses.

During discussions, deputies raised several remarks and suggestions for improving specific provisions of the draft law. The bill will be further refined by the responsible committee taking these proposals into account.
