Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan's Committee for the Development of Competition and Protection of Consumer Rights received approximately 1,000 construction-related complaints in the first quarter of 2026 alone — a figure that points to a sharp acceleration in disputes when measured against the 1,706 total cases logged across the entirety of 2025, the agency's press service reported.

The most frequently cited grievances include developers failing to honor contractual obligations, construction delays, and — most critically — the solicitation of funds from citizens without the required permitting documentation in place.

Beyond these headline violations, buyers also reported substandard construction quality, charges levied for services never rendered, missed handover deadlines, the use of materials that fail to meet technical specifications, and a pattern of developers not delivering on features and promises made in advertising materials.

In response to the trend, the committee issued guidance urging prospective homebuyers to scrutinize contract terms before committing funds — with particular attention to the rights and obligations of each party, construction and commissioning timelines, and penalty clauses for contractual breaches.

The agency also issued a pointed reminder on legality: only construction companies registered as legal entities and listed in a dedicated electronic registry are authorized to raise funds from citizens for multi-unit residential development. The registry requirement is designed as a frontline protection against fraudulent or undercapitalized developers.

Developers, for their part, were advised to comply strictly with legislative requirements, meet their contractual commitments in good faith, set realistic project timelines, and refrain from any actions that restrict the legal rights and interests of property buyers.

The surge in complaints arrives as Uzbekistan's urban development market continues to expand at pace, raising questions about whether regulatory oversight and enforcement mechanisms are keeping up with the sector's rapid growth.
