A comprehensive programme to develop Yangi Uzbekistan residential areas has been implemented since 2021. It covers not only housing construction but also transport, engineering and social infrastructure. Between 2022 and 2025, a total of 55,264 apartments were built and commissioned in these areas.

For 2026, construction of another 33,926 apartments is planned across 61 residential areas. By 1 October, 13,408 apartments had been completed, representing about 40% of the annual target.

The state budget has earmarked 1.1523 trillion soums for engineering and utility infrastructure in these residential areas in 2026. By 1 October, 677.1 billion soums had been disbursed. The funds are being used to build roads and develop drinking water, sewerage, heating and electricity networks.

Mortgage lending is another key area of the government’s housing policy. A total of 23 trillion soums in mortgage loans is planned for 2026.

Of this amount, 12.2 trillion soums is to come from the state budget, 7.8 trillion soums from commercial banks’ own funds and 3 trillion soums from the Uzbekistan Mortgage Refinancing Company.

Compared with January–September 2025, mortgage lending increased by 39%, or 5.9 trillion soums.

Of the total amount issued, 12.8 trillion soums came from the state budget, 6.1 trillion soums from commercial banks and 2 trillion soums from the mortgage refinancing company.

Under the renovation programme, Uzbekistan plans to commission 30,000 apartments in 2026 and 35,000 in 2027. These targets are set out in Presidential Decree No. UP-29 dated 24 February 2026. The government also plans to gradually increase the share of apartments built under renovation programmes to 60% of total multi-apartment housing construction by 2040.

The legal framework for renewing outdated housing stock was established by the Law on Urban Renovation, adopted on 10 June 2026. The law provides mechanisms to protect property owners’ rights, use land resources efficiently and finance urban redevelopment projects.

During the first nine months, the Uzbekistan Mortgage Refinancing Company refinanced previously issued mortgage loans worth 2.2731 trillion soums, covering approximately 9,000 citizens.

The company also allocated 221.2 billion soums in mortgage loans for the environmental modernisation of 1,594 homes.
