Tashkent, Uzbekistan (UzDaily.uz) — From 2027, private employment agencies granted trusted organisation status will be responsible for helping Uzbek citizens find jobs abroad.

The agencies will receive an incentive payment of 1.5 million soums for each citizen they place in a high-paying job overseas. The measures were announced at a meeting chaired by President Shavkat Mirziyoyev on labour migration priorities.

The president noted the rapid development of private employment services. Following the easing of licensing requirements two years ago, the number of private employment agencies tripled, while the number of citizens they sent to work abroad increased fivefold.

However, Mirziyoyev also pointed to persistent problems in the sector, including mistakes by agencies, corruption and cases of jobseekers being deceived. A separate law has been adopted to improve regulation and establish a legal framework for organisations operating in the market.

One of the new mechanisms will be a rating system for private employment agencies. It is intended to make their operations more transparent and assess their performance. The main criteria will include whether actual working conditions match those advertised, protection of migrant workers’ rights, salary levels and the availability of social guarantees.

Other measures focus on vocational training for young people planning to work abroad. Private training centres will be provided with free premises in technical college buildings to organise professional and foreign language courses.

Training centres will also be allowed to apply a reduced social tax rate of 1% to payments made to teachers and experts recruited from abroad. Equipment imported by these centres for training purposes will be exempt from customs duties.

The relevant government agencies have been instructed to prepare a draft resolution within one month to further develop the employment services sector.

The proposal is to classify the activities of the relevant organisations as the provision of social services, which would simplify their tax arrangements.

The new measures are intended to improve the quality of overseas employment services, strengthen the accountability of private agencies and expand access to vocational training for citizens.
