Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan’s State Health Insurance Fund has clarified the procedure for issuing subsidised electronic referrals for cancer patients and paying for medical services. The statement was published in response to questions raised in an article titled “Readers Write: Should Cancer Patients Have to Fight Their Own Way to Chemotherapy?”, which circulated on social media on 14 October.
The fund stressed that cancer patients must receive the medical care they need in a timely manner.
According to the fund, the electronic referral system is intended to organise the provision of medical services, maintain records and ensure transparency in funding, rather than create additional obstacles to treatment.
Under Cabinet of Ministers Resolution No. 694 of 4 November 2025, referrals for specialised inpatient treatment must be issued through a subsidised electronic referral using the Ministry of Health’s information system.
Medical organisations are responsible for preparing the necessary documents and referring patients for treatment.
The fund pays medical institutions for services actually provided.
Under Presidential Resolution No. PP-5199 of 28 July 2021, payments are made after treatment is completed, based on medical documentation, contractual terms and approved basic tariffs.
The fund noted that the established financing procedure does not provide for delaying treatment or depriving patients of the medical care they need.
The fund organises payments for medical services provided within its remit and in accordance with the rules currently in force.
