Uzbekistan adopts new apartment maintenance rules
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Ministry of Justice has registered new rules governing the maintenance and operation of apartment buildings, effective from 29 April 2026, the ministry’s press service said.
The document introduces a number of restrictions aimed at ensuring safety and proper upkeep of shared property. In particular, keeping pets in common areas is prohibited, including stairwells, attics, basements, as well as shared kitchens, balconies and loggias.
The new regulations also impose limits on the use of balconies and loggias. Residents are banned from placing fire-hazardous equipment, storing heavy items, or hanging laundry, clothing, carpets and other objects on the exterior-facing side. In addition, storing flammable materials in entrances, including on stair landings and under staircases, is prohibited.
A separate set of requirements concerns redevelopment and engineering systems. Alterations affecting heating parameters, installation of heating equipment in unheated areas, and interference with building-wide heating systems are all banned.
The rules also prohibit parking vehicles on lawns, alleys, playgrounds, sidewalks and directly in front of building entrances.
The measures are intended to improve safety, preserve housing stock and create a more comfortable living environment for residents of apartment buildings.
