Senate approves law reforming civil service and presidential administration

Tashkent, Uzbekistan (UzDaily.uz) — The Senate of the Oliy Majlis approved the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the Structure of the Presidential Administration of the Republic of Uzbekistan and the State Civil Service System" during its 17th plenary session.

During the discussion, senators noted that the document was developed as part of ongoing public administration reforms in the country. The reforms aim to establish a professional civil service system, increase the efficiency of state employees, and strengthen citizens' trust in state institutions.

The law accounts for changes in the public administration system. These include the creation of the Agency for Management Efficiency on the basis of the State Civil Service Development Agency, the transfer of the Art and Culture Development Foundation under the Cabinet of Ministers to the jurisdiction of the Presidential Administration, and the improvement of the state civil service system.

The amendments provide for aligning current legislation with the updated structure of state bodies. They also improve the procedures for serving in the state civil service, as well as in the judicial bodies, prosecutor's offices, internal affairs bodies, customs bodies, and the National Guard.

The document also strengthens the legal status of the Agency for Management Efficiency and introduces a system for the mandatory approval of documents related to the state civil service. Additionally, employees of the prosecutor's offices, internal affairs bodies, National Guard, and judges are guaranteed to retain their positions in the personnel reserve at their former places of service if they transfer to work within the Presidential Administration.

According to the senators, the adoption of the law will help increase the efficiency of administrative reforms, improve the state civil service system, and create the necessary conditions for the activities of law enforcement, judicial, and customs bodies. Following the review, the law was approved by the Senate.
