Procedure Approved for Issuing National Certificates to Primary School Teachers
Tashkent, Uzbekistan (UzDaily.uz) — The Government of Uzbekistan has approved the procedure for conducting qualification exams to issue national certificates to primary school teachers. The relevant regulations were established by Cabinet of Ministers Resolution No. 411 dated 29 July 2026.
According to the document, starting from the 2026/2027 academic year, primary school teachers with relevant specialized education holding a national certificate of level B+ or higher will receive a 15% monthly salary bonus across all taught subjects according to the language of instruction throughout the certificate's validity period. The payments will be funded by the state budget.
The Knowledge and Qualifications Assessment Agency has been designated as the authorized body responsible for organizing the qualification exams.
To register for the exam, candidates must pay an application fee equal to 1.5 times the base calculating amount (BCA) in effect on the date of submission.
Exam scores will be calculated using the international Rasch measurement model. Grade designations are structured as follows:
- Level A+: Above 70 points
- Level A: 65 to 69.9 points
- Level B+: 60 to 64.9 points
- Level B: 55 to 59.9 points
- Level C+: 50 to 54.9 points
- Level C: 46 to 49.9 points
The examination tests subject knowledge across the primary school curriculum, teaching methodology, and pedagogical skills.
Applications must be submitted electronically via the Single Portal of Interactive State Services (my.gov.uz).
An electronic certificate equipped with a QR code will be issued to successful applicants through the portal within one working day following the announcement of results.
Candidates may appeal their exam results within three days of publication via the Single Portal of Interactive State Services.
The resolution also establishes that starting from the 2026/2027 academic year, Uzbekistan will introduce a standard for assessing subject knowledge and issuing national certificates in the subject of "Jurisprudence".
