New Deputy Hokims Appointed in Tashkent City

Tashkent, Uzbekistan (UzDaily.com) — Personnel changes have been carried out in the administration of Tashkent city, with new deputy hokims officially appointed to key positions.

Dauletiyar Khudaybergenov has been approved as the First Deputy Hokim of the capital for finance, economy, and poverty reduction, and has also been appointed head of the Main Department of Economy and Finance.

Khudaybergenov was born in 1990 in Nukus. He graduated from Tashkent State University of Law, completing his bachelor’s degree in 2013 and his master’s degree in 2015. In 2024, he completed retraining at the Saint Petersburg State University of Economics, and in 2025 obtained a master’s degree from the Banking and Finance Academy of the Republic of Uzbekistan.

He began his professional career in 2014 and has since held a number of senior positions. While working in the Presidential Administration, he participated in projects involving international financial institutions, improving financing mechanisms, introducing market-based tools into the circulation of highly liquid and monopoly goods, as well as initiatives aimed at increasing industrial export potential and reforming the construction and utilities sectors. Prior to his appointment, he served as head of a department within the Legal Expertise and Comprehensive Analysis Department of the Presidential Administration.

Another appointment has been made: Alisher Dusmukhamedov has been named Deputy Hokim of Tashkent for information technology development and simultaneously appointed head of the Digital Development Department.

Dusmukhamedov was born in 1981 in Tashkent. He graduated from the Tashkent Institute of Electrical Communication in 2002, the Tashkent State University of Economics in 2006, the Higher School of Strategic Analysis and Forecasting in 2013, and the Tashkent University of Information Technologies in 2021.

He began his professional career in 2003 and has held various responsible positions. Since March 2023, he had been heading the department for information and communication technologies and cybersecurity at the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan.
