Tashkent, Uzbekistan (UzDaily.uz) — Navoi International Airport and Harvest Epoch Strategic have agreed on a roadmap for implementing their strategic partnership in air cargo transportation. The document sets out the stages of work, timelines and responsibilities of both parties.

The cooperation is being developed under a presidential resolution dated 9 February 2026 on measures to improve the performance of Navoi International Airport. The document envisages transforming the airport into Eurasia’s largest international multimodal cargo hub.

A framework agreement on a strategic alliance with Harvest Epoch Strategic was signed in Hong Kong on 9 September 2026 during the Belt and Road Summit.

Alisher Kilichev, director of Navoi International Airport, said the parties intend to sign a final agreement in November and launch a six-month pilot project.

Under the proposed arrangement, Harvest Epoch Strategic will act as the airport’s commercial agent. Its responsibilities will include attracting airlines and logistics operators and increasing e-commerce cargo volumes. Kilichev said this would help strengthen the airport’s potential.

The project’s strategic goal is to increase annual cargo throughput at the airport to 45,000 tonnes by 2030.

A joint working group is currently being formed. The partners will submit an updated version of the feasibility study, while Navoi Airport will provide information on commercial terms, infrastructure, tariffs and services.

Chan Hung To, chairman of the board of Harvest Epoch Strategic, said the company aimed to serve as a bridge between China and Uzbekistan to accelerate economic and trade development.

He noted that, because Uzbekistan is a landlocked country, cooperation between China and Navoi Airport could play a key role in developing the national economy.

According to Chan, the next step will be signing a commercial cooperation agreement covering a broad range of areas.

He expressed confidence that the partnership would increase the number of flights through Navoi and expand opportunities for Uzbek products to reach international markets.

He also said the airport’s location in the heart of Central Asia made it an important logistics point for developing connections between China and Europe.
