Tashkent, Uzbekistan (UzDaily.uz) — Uzbek President Shavkat Mirziyoyev has signed the Law “On Financing the Activities of Judicial Bodies,” which establishes the procedure for financing Uzbekistan’s judicial system from the state budget.
The law was adopted by the Legislative Chamber on 17 March 2026 and approved by the Senate on 13 June 2026.
Under the law, judicial bodies will be financed exclusively from Uzbekistan’s state budget. The annual state budget will allocate funds for the Constitutional Court, Supreme Court and Higher Judicial Council. Financing must ensure the full and independent administration of justice.
When preparing the annual budget, the government must take into account the material support of judges and judicial staff, including salaries, incentive payments, material, technical and financial support for courts, as well as social protection for judges and their family members. Judges and judicial staff may receive monetary bonuses and one-time financial assistance in accordance with established procedures.
The law stipulates that, as a general rule, funds allocated for the upcoming financial year must not be lower than the amount allocated in the previous financial year. Spending on court financing cannot be reduced based on the implementation of the state budget revenue forecast. The procedure for remuneration and material incentives for judges and judicial staff will be determined by the president.
The draft budget request for court financing will be prepared by the Constitutional Court, Supreme Court, Higher Judicial Council and the Department for Ensuring the Activities of Courts under the Supreme Court. If disagreements arise, the government will attach the proposals of these bodies to the draft state budget law. Representatives of the Constitutional Court, Supreme Court, Higher Judicial Council and the Department may be invited to parliamentary discussions of the draft budget.
The law also establishes procedures for allocating and using the funds provided. Funds for the Constitutional Court will be distributed by the Constitutional Court, those for the Supreme Court by the Supreme Court, and those for the Higher Judicial Council by the Higher Judicial Council.
Financing for military courts, the Court of the Republic of Karakalpakstan, regional and Tashkent City courts, administrative courts and inter-district courts will be provided through the Department. The distribution of funds by levels and areas for the current financial year will be approved at meetings of the Constitutional Court, the Plenum of the Supreme Court and the Higher Judicial Council. Each of these bodies will independently manage the funds allocated to it in accordance with the law.
The document amends the Budget Code and the laws “On the Higher Judicial Council of the Republic of Uzbekistan,” “On the Constitutional Court of the Republic of Uzbekistan” and “On Courts.” The amendments establish that funding for courts cannot be reduced and that each court must be provided with a separate building, security and motor vehicles.
Those responsible for violating legislation on the financing of judicial bodies will be held liable in accordance with established procedures.
The law enters into force on the date of its official publication.
