Tashkent, Uzbekistan (UzDaily.uz) — IT Park Uzbekistan has signed memorandums of cooperation with the Eastern Committee of German Business (Ost-Ausschuss der Deutschen Wirtschaft) and international education company Berlitz, the Ministry of Digital Technologies of Uzbekistan reported.
The agreements were signed during a visit to France and Germany by a delegation led by IT Park Director General Azamat Karamatov. The programme covered Paris, Munich and Berlin.
The main event of the visit was the Uzbekistan Outsourcing Conference (UOC Berlin 2026). The delegation aimed to expand the presence of Uzbek companies in European markets, attract European businesses to Uzbekistan, promote international startup cooperation, establish ties with foreign clients and strengthen the country’s talent pool.
Meetings in Paris and Munich
On 20 October, Karamatov met representatives of the STATION F startup campus in Paris. The parties discussed supporting Uzbek startups in entering the French and other European markets, participating in international accelerator programmes and establishing direct contacts with venture capital investors and corporate partners.
One of the key topics was the possibility of establishing an Uzbekistan innovation centre at STATION F.
On 21 October, the delegation held talks with international companies and industry associations in Munich.
Discussions focused on involving Uzbek specialists in overseas projects, increasing technology outsourcing volumes and integrating local IT companies into international service supply chains.
With Axl Brains, the delegation discussed recruiting qualified specialists and assembling technical teams in Uzbekistan. The next stage is expected to include the resumption of recruitment cooperation and an assessment of the company’s current staffing needs.
Talks with ABSL DACH focused on promoting Uzbekistan as a potential destination for international outsourcing services and global capability centres (GCCs). The Uzbek side plans to present the country’s opportunities to member companies of the association and participate in ABSL events.
With Schwarz Digits, discussions covered digital infrastructure, cloud solutions and information security. The parties intend to assess the company’s requirements and identify potential service providers among IT Park residents with relevant experience.
UOC Berlin 2026
On 22 October, the Uzbekistan Outsourcing Conference 2026 was held at the Embassy of Uzbekistan in Germany. It brought together more than 90 representatives of international businesses, technology companies and organisations. The conference has been held in Berlin for the third consecutive year.
Participants received information about Uzbekistan’s investment and talent potential, IT Park’s operating conditions, existing government support mechanisms and opportunities to establish international IT and business process outsourcing (BPO) operations in the country.
The central part of the programme was a panel discussion titled “Uzbekistan and Germany: Building a New Partnership in Global Services.”
Participants included Michael Harms, Managing Director of the Eastern Committee of German Business; Jahongir Kagirov, IT Park’s Export Development Director; Ursula Steinmetz, representing CCV; and Teresa Brox, representing Berlitz. Gufron Atto, founder and CEO of AttoLabs, shared his entrepreneurial experience and insights into developing a technology business.
The conference also attracted representatives of Deloitte, CIC, davero dialog, nearshorefriends, Berlitz, Fraunhofer IPK, Klarna, Rödl, SCHNEIDER GROUP and other organisations.
The event was organised with the support of the Embassy of Uzbekistan in Germany, the Eastern Committee of German Business and conference partners.
Cooperation agreements
The memorandum with the Eastern Committee of German Business establishes a framework for systematic cooperation with the German business community.
It provides for presenting Uzbekistan’s potential to investors and clients, as well as exchanging information on business conditions and available support mechanisms. Practical cooperation will include joint industry events, business delegations and business-to-business (B2B) meetings.
The memorandum with Berlitz envisages the development of a joint training programme for German-speaking specialists in Uzbekistan’s BPO sector.
The training methods are expected to be adapted to the requirements of international employers operating in German-speaking markets. According to IT Park, this will help create a talent pool for export-oriented service companies.
Further talks with international companies
Following the conference, the delegation continued consultations with international companies.
Discussions with CIC focused on developing a Venture Café format in Tashkent. The international platform brings together startups, investors, technology companies and experts.
Talks with CCV centred on attracting German companies specialising in contact centres and customer service to Uzbekistan, as well as establishing local teams capable of serving German-speaking customers.
